2024年1月12日，经济观察网发表《河北一75岁退休干部举报当地县委书记后 被逮捕并提起公诉》一文，讲述了多年以来热心公益，长期捐资助学助困，并被评为“迁西好人”的迁西县正科级退休干部马树山的遭遇。
2023年12月6日，迁西县委办公室向迁西县公安局报警，称收到多位工作人员转交的挂号信件，信件主要内容是反映唐山市人大常委会副主任、迁西县委书记李贵富及县委组织部长郑艳华在人事任用问题上的不正常及不正当问题，以及城区主街道亮化工程的事项等等。这些信件反映的问题“无事实依据”。
2023年12月8日中午，马树山在家中被迁西县公安局带走。次日，他被刑事拘留。12月20日，迁西县检察院对马树山批准逮捕。
